JKNC’s Election Manifesto: A Pledge for Restoration of Dark Days?

Srinagar – The Jammu and Kashmir National Conference (JKNC), in a bid to resonate with the electorate’s deep-seated grievances and aspirations, has released its manifesto for the upcoming assembly elections, promising a comprehensive overhaul of the region’s political and legal framework.

Here’s a rundown of what the JKNC is pledging:

Restoration of Article 370 and 35A: Central to the JKNC’s campaign is the promise to restore Jammu and Kashmir’s special status, which was revoked in 2019. This move is seen as a cornerstone for regaining the state’s autonomy, a sentiment that has stirred significant support among locals.

Statehood and Autonomy: The party has committed to pushing for the full implementation of the 2000 Autonomy Resolution, aiming to restore the state’s pre-1953 constitutional position. This includes revisiting the Jammu and Kashmir Reorganisation Act of 2019, which redefined the region’s administrative structure.

Economic and Social Reforms: JKNC has outlined plans for economic rejuvenation, including the creation of one lakh jobs, providing 200 units of free electricity, and enhancing marriage assistance. The manifesto also touches on urban development, with promises of alternative transportation systems and infrastructure projects like satellite townships. Looking at it’s past record, it sounds like a far fetched dream though.

Legal and Political Reforms: The repeal of the Public Safety Act (PSA) and the release of political prisoners are highlighted, aiming to address what JKNC and separatists propogate as draconian measures affecting civil liberties. The party also plans to simplify passport verification processes, signaling a move towards easing bureaucratic hurdles.

Dialogue with Pakistan: A notable pledge includes encouraging dialogue between India and Pakistan over the Kashmir issue, aiming for peace and normalcy through diplomatic channels. Sounds like another baseless promise, as Foreign Affairs is a Center subject.

Land and Employment Rights: JKNC promises to protect land and employment rights exclusively for the residents of J&K, addressing fears of demographic change and economic disenfranchisement.

The release of this manifesto has sparked varied reactions across the political spectrum. Critics, particularly from the Bharatiya Janata Party (BJP), have questioned the feasibility of some promises, especially concerning the restoration of Article 370, arguing that such decisions lie beyond the state’s legislative powers. However, for many in J&K, these promises represent a return to what they perceive as their rightful legal and political status.

The JKNC’s manifesto doesn’t serve much as a roadmap for governance, but rather a poor reflection of the region’s complex political landscape, where identity, autonomy, terrorism and economic development intertwine. As the election approaches, the manifesto’s reception will be a litmus test for the party’s alignment with public sentiment in Jammu and Kashmir.
